Search reads the text of each page, plus titles, questions, programmes and governance documents. It does not read inside PDFs or spreadsheets, and it cannot yet narrow results by audience: residential, business, media, investor or jobseeker. That needs each page tagged for who it serves, and that tagging has not been done yet.
