- +30%
- Growth in installed PV against 2024
LUCELEC continued to manage the environmental impacts of electricity production while maintaining reliable and affordable electricity. Environmental priorities were focused on renewable energy development, emissions reduction, energy efficiency and strengthening system resilience, consistent with the Company’s strategic objectives and national energy policy direction.
Throughout the year, LUCELEC remained actively engaged with the Ministry of Infrastructure, supported by the National Utilities Regulatory Commission (NURC), as part of the consultative process to advance legislative and regulatory reforms guiding Saint Lucia’s renewable energy transition in alignment with the National Energy Policy.
- Renewable Energy Integration
- By December 31, 2025, LUCELEC’s 3MW utility-scale solar farm had generated a cumulative 49 million kWh since commissioning in 2018, resulting in an estimated EC$21.59 million in cost savings. At the end of the reporting period, 388 distributed generation (rooftop solar PV) systems, representing 3.293 MW of total installed renewable energy capacity, were connected to the national grid. Compared to 2024, the installed capacity of PV systems has grown by 30%. Participation in distributed generation is expected to expand further as the revised Electricity Act and supporting regulations are finalised.
- Troumassee
- Progress continued on the development of LUCELEC’s next utility-scale renewable project, a 10 MW solar photovoltaic (PV) plant with battery energy storage at Troumassee. This project is expected to materially increase renewable penetration and strengthen grid resilience through the integration of energy storage.
- Environmental Compliance and Risk Management
- LUCELEC maintained compliance with applicable environmental laws and regulations and continued to integrate environmental risk considerations into planning and operations. Environmental risks, including climate-related threats, and infrastructure resilience, are actively monitored through the Company’s Enterprise Risk Management framework.
- Biodiversity & Conservation
- Environmental initiatives in 2025 also supported biodiversity awareness and conservation through targeted community-based initiatives, educational programmes and sustainable agriculture projects. These activities supported education of food security, sustainable agriculture, climate adaptation, and the adoption of a greener lifestyle.

Strong governance oversight
The LUCELEC Board of Directors recognizes its responsibility to support Saint Lucia’s national renewable energy-transition ambitions and to lead a cleaner and more resilient system.
The Board has been a strong advocate of:
- The changes reflected in proposed Electricity Act, which will reform the energy sector, creating opportunities for greater investments in renewable energy (RE) particularly solar, by the Company, Independent Power Producers (IPPs) and smaller participants in the area of distributed generation.
- A new 10MW utility-scale solar PV plant.
- A proposed 30MW dual fuel generating plant for the south of the island running primarily on liquified natural gas (LNG), a much cleaner fuel than diesel.
By approving funding for key technical and strategic projects, the Board continues to balance affordability, reliability, sustainability, and shareholder value. Strong governance oversight remains central to ensuring that LUCELEC’s transformation delivers long-term benefits to customers, communities, and the national economy.
At a Special Meeting on May 3, 2014, LUCELEC shareholders approved establishing subsidiaries to pursue new business opportunities. A subsidiary holding company named Energyze Holding Inc. (EHI) was incorporated in 2016 and became fully operational in 2024, driving LUCELEC’s shift toward energy as a service. As part of its diverse corporate diversification plans, EHI is expected to play a key role in advancing renewable energy and energy as a service in Saint Lucia.
Looking ahead
In 2026 and beyond, the Company will focus on:
- Progressing the Integrated Resource and Resilience Plan
- Advancing utility-scale renewable energy and storage projects
- Deepening ESG integration into investment decisions and operations
- Strengthening impact measurement for social investment
- Continuing to build a resilient, engaged and values-driven workforce
Guided by our Vision 2035, LUCELEC remains committed to powering a greener tomorrow — balancing environmental responsibility, social progress and strong governance to deliver sustainable value for Saint Lucia.
